The City of Riverside has a City Council – City Manager form of government. The City Council is comprised of seven elected members representing each of Riverside’s seven Wards. Councilmembers serve a four year term and must reside in the Ward they represent. Each Ward has approximately 1/7th of Riverside’s 317,000 populations, or about 45,000 residents. The City’s Charter, Chapter 406 states “All powers of the City shall be vested in the City Council except as otherwise provided in this Charter.” The City Manager, City Attorney and City Clerk are appointed by and serve at the pleasure of the Council. Except for matters pending before any committee, or commission or other advisory body of the City or the City Council, matters pertinent to and within jurisdiction of Riverside may be placed on the agenda by the Mayor, any Councilmember, the City Manager, City Attorney, or City Clerk. The Riverside Neighborhood Partnership (RNP) is a community group whose mission is to encourage and facilitate the formation of Riverside associations city-wide and to act as a clearinghouse for neighborhood concerns. It is the Partnership’s belief that by being organized, Riverside are better equipped to tackle problems that periodically arise. In addition, neighborhood organization provides the infrastructure for residents to proactively address issues such as crime, disaster preparedness, beautification, information dissemination, and social outreach. Quality of life is improved when neighbors know one another and are empowered as a group to approach City Hall for assistance in achieving short and long-term goals. Everyone benefits — the neighborhood schools, parks, businesses, public/private institutions, and residents alike.
Riverside strives to improve the livability of neighborhoods by controlling the impacts of outside traffic influences on residential streets. Working in partnership with residents, the city aims to enhance safety in neighborhoods by determining and implementing the most appropriate traffic calming measures. This process involves a comprehensive evaluation of entire neighborhoods to assess the situation, determine the right solution and ensure traffic problems are not moved from one street onto another. Impacts to public safety are of the utmost concern and will serve as a primary factor in the application of traffic calming measures and traffic control devices.
