Des Moines is the capital and the most populous city in the U.S. state of Iowa. Des Moines is also the county seat of Polk County. A small portion of the city extends into Warren County. It was incorporated on September 22, 1851 as “Fort Des Moines”, which was shortened to “Des Moines” in 1857. Des Moines is named after the Des Moines River, which may have been adapted from the French Rivière des Moines, meaning “River of the Monks”. Des Moines’s population was 203,433 as of the 2010 census. The five-county metropolitan area is ranked 91st in terms of population in the United States with 599,789 residents according to the 2013 estimate by the United States Census Bureau.

The City of Des Moines seeks a qualified developer to redevelop the City-owned parcels east and west of 7th Street between Grand Avenue and High Street in downtown Des Moines with a mixed use development that includes replacement of public parking currently occupying a portion of the site. Additional uses such as market rate apartments, condominiums, build-to-suit office, retail space, and restaurants are desired as a part of the development mix on the site. Qualified developers/respondents must have significant urban development experience including planning, financing, and constructing similar scale projects and a demonstrated ability to develop successful, high quality mixed use development. Qualified developers will have experience working in public/private partnerships and working effectively in urban settings with a variety of stakeholders.

Des Moines’ seeds for a public garden in were first planted in the spring of 1929. The stock market crash the following October thwarted progress and over the years several renewed plans failed to take root. The formation of a Friends organization in 1969 fared better and what was to be known as the Des Moines Botanical Center finally opened in December, 1979. Operated the first 25 years by the City of Des Moines Parks and Recreation Department, the Botanical Center began to languish in the early years of the 21st century and the Des Moines Water Works stepped up to manage the facility, renaming it the Des Moines Botanical and Environmental Center, beginning January 2004.

The Des Moines Neighborhood Development Division administers the City’s Neighborhood Revitalization Program (NRP) and manages federal and state funds which address the City’s Community Development needs. The NRP uses a strategy that calls for neighborhood residents, the City of Des Moines, Polk County, local business leaders, and the Neighborhood Finance Corporation to develop a public/private partnership that addresses revitalization issues within the Des Moines area. The NRP gives citizens the opportunity to organize and create neighborhood groups that can be officially recognized by the City Council and County Supervisors. To coordinate this program, the Des Moines’s City Community Development Department created the Neighborhood Development Division. The staff of the Neighborhood Development Division provides technical assistance and planning coordination for the NRP. Neighborhood Planning staff work with the neighborhood group to develop appropriate goals and a feasible action plan. Neighborhood action plans provide a list of activities/goals and identify parties responsible for implementation efforts. Success of the neighborhood action plan depends on a continued coordination of efforts between the neighborhood organization, Des Moines, County, NFC and private organizations.
